UK landlord compliance requirements. Missing any certificate can block Section 21 and result in fines up to £30,000.
Mandatory Certificates

EICR Codes
C1 – Danger present
Emergency repair same day. Cannot let until fixed.
C2 – Potentially dangerous
Remediate within 28 days.
C3 – Improvement recommended
Advisory only. Does not affect satisfactory status.
FI – Further investigation
Detailed investigation required.
EPC 2030 Deadline
All rental properties must meet EPC C or above by 1 October 2030.
Cost cap: £10,000 per property. Penalty: Up to £30,000 per property.

Section 21 Blocking Conditions
You cannot serve a valid Section 21 notice if:
- Deposit not protected or prescribed info not given
- Gas Safety, EPC, or How to Rent not provided
- Unlicensed HMO
- Unlawful fees not repaid
- Council improvement/emergency notice in last 6 months
- Less than 4 months since tenancy start
